Selectmen Meeting Minutes
Thursday– January 20, 2005 – 5:45 pm

Present: Chairman, William Brooks; Selectman; George Rainier; Selectman, Conrad Dumas
The meeting was called to order at 5:45 pm

Department Heads:
6:00 – Recycling Supervisor – Frank Pelkey – Update from his first week back -
·       Snow Removal -  Snow shoveling has become a problem, Mr. Pelkey stated he is unable to shovel snow at this time. The part-time worker Mr. Pelkey has hired is unable to come in on weekends to do this.   Selectmen directed Deb to leave a copy of the minutes for the Supervisor of  DPW, he is responsible for this and will be directed as such.
·       Insulation – Mr. Pelkey would like to know when the installation of the insulation at the new recycling bay will take place.   He would like to have the installation done and if we are not reimbursed he will take it out of his budget. If the donation is in fact made then the funds could be put back into the recycling budget.  He is working on a tight budget, however he indicated he will make do.  Proposal for $2,665 will be mailed to Builders Insulation if Selectmen can feel comfortable with the funds being in the recycling budget.  Increase building maintenance by  $2,800.00.  Mr. Pelkey will be provided a copy of the letter sent to Crotched Mtn. from Selectmen requesting an in kind donation to help support this project. Selectmen suggested trying to heat the room with the furnace on a day that is not windy and see if it will warm enough to do some baling without damaging the baler.  We cannot spend funds on this until Town Meeting approval.
·       Loader – Mr. Pelkey reported he has been told by Road Agent, Fox that he cannot use the loader, that it is not safe to be running.  Pelkey indicated Fox told him if there is any need for that type of work, the Highway Dept. will do it.  Pelkey discussed that he needs to use a loader from time to time, part of his budget is for the maintenance of this piece of equipment.  He does have a line item for vehicle repairs and maintenance, why can’t the loader be maintained?  Selectmen will get back to Mr. Pelkey after they hear from the road agent on this.
·       Milk Run – Selectman Dumas asked if a milk run had been done yet?  Mr. Pelkey said he needs two more bales to get a full load.
·       Wiring – It was brought to Mr. Pelkey’s attention that before any insulation is to be installed a licensed electrician needs to look at the wiring and sign off on the wiring in the new bay.  This requirement was set forth by Code Officer, Peter Hopkins.

6:30  - Fire/Rescue Dept.  – Chief White attended the meeting this evening to bring Selectmen up to date with information regarding the Wilton Lyndeborough Ambulance.
Selectman Dumas asked if Chief White was asking the town to change ambulance service?
White stated no they were not – He was asking if the Board of Selectmen  would like them to pursue researching options. White explained the needs of the town, paramedic needs etc.
Lengthy discussion followed.
Chief White spoke on behalf of the Deputy Chief of rescue; Dave Hall who indicated the last meeting the Chief was willing to remain objective about pluses and minuses of all avenues involved.
Selectman Dumas discussed meeting with budget committee – discussed the Capital Reserve Fund
Discussion followed regarding the Capital Reserve Fund, it was decided to keep the proposed CRF at $45,000 and to further let the town voters make the decision.
Appointments:
5:45 – Ann Majeski – Ms. Majeski met with the Board and discussed the procedure to close Class VI Roads and, after thought she has chosen not to pursue this as a warrant article.  No action is to be taken at this time.  Selectmen discussed Town Counsel opinion on this matter, due to access to abutting property, the town would have to purchase the property since the vote would be denying people access to their proeperty, very costly and not advisable.
Rainier asked Ms. Majeski if during all her research she has discovered anything regarding a John Clark who used to own an Inn?  Not that she recalls, however she does have approximately 2,600 pages of documentation.
On – going matters:
Recycling Bay – Recycling Bay update – No update at this time, Mr. Pelkey reported any news.
Other Business:
Minutes - Accept minutes of January 7, 2005 Selectmen & Budget Committee Meeting as written.  Changes were made to the January 13 meeting.

Budget/Personnel Policies –
Personnel Policies - Selectmen have approved the updated version of the Personnel Policies, revised copies to be sent out to all employees for review and signing, signature page to be returned to Central Office to be filed in personnel file.
Budget – Review Budget, Selectmen will alert the Administrative Assistant of any changes to allow her to finalize the budget before.
Financial - MS-5 & other documentation has been sent to Municipal Service Group to begin preliminary lease/purchase paperwork.  If the warrant article fails, they will disregard any request for financing.
Public Meeting – “Mini Town Meeting” is scheduled for Thursday, February 10, 2005 – 6:30 pm
Spirit - Review Spirit & make any editorial changes – Motion by Selectman Dumas to have Selectman Brooks review this and make any editorial changes.  Seconded by Selectman Rainier.  Selectman Brooks stated he would get final ok ready for Karen Day by Saturday.
Town report – Selectmen discussed the Town Report.  Suggestions for the cover were an old map of the town.  Not all reports have been submitted yet.
Legal matters – Selectmen discussed legal matters – meeting with Attorney Teague will be scheduled for Thursday, January 27, 2005 as early as possible.
With no further business, the meeting adjourned at 8:15 p.m. The next scheduled Selectmen’s Meeting is Thursday, February 3rd, 2005 at 5:45 pm; next week will be a Selectmen’s work session only.
